The Center for Civil Advocacy (CCA) is the litigation and trial component of the Earl Carl Institute. Established, in November 2001, it provides Thurgood Marshall law students with an opportunity to gain practical experience by working with clients, lawyers, and courts. The clients through CCA are commonly low-income individuals and families. The CCA currently has two advocacy projects: the Opal Mitchell Lee Property Preservation Project (OMLPPP) and the OMLPPP Foreclosure Defense Clinic. The Earl Carl Institute began the OMLPPP in September of 2007, through a grant from the Texas Access to Justice Foundation, to address the legal challenges lower income people face in maintaining their real property and enhancing their wealth. Consequently, we provide legal services to those whose income is 125% of the federal poverty level or below. If you are in need of civil legal services related to your property, please do not hesitate to call the Institute at (713) 313-1139 or apply for our services online by clicking here.
